Mark Hathaway is admitted to practice in California, Illinois, New York, and Washington, D.C., and is certified as a Specialist in Taxation Law by the California State Bar. Mark’s experience representing individuals and companies accused of complex financial crimes, government fraud, tax crimes, and related administrative, civil, and regulatory matters, has helped him to navigate complex Title IX sexual misconduct investigations, adjudication proceedings, and court litigation. Since stepping in to help a family friend at Occidental College in 2013 (See “Occidental Justice”), Mark has assisted more than one hundred students and faculty in Title IX misconduct cases, both complainants and accused, with many cases resolved at the campus level. Mark received his undergraduate degree from California State Polytechnic University and his J.D. from Southwestern University School of Law, Los Angeles, California.

Jenna Parker is a seasoned Title IX defense attorney known for her strategic advocacy, meticulous case analysis, and unwavering commitment to due process. As a co-founding partner of Hathaway Parker, Jenna represents students, faculty, organizations, staff, and administrators facing misconduct allegations, guiding clients through complex investigations, hearings, and appeals with clarity and confidence. Having assisted hundreds of clients through administrative discipline proceedings and litigation, Jenna brings a nuanced understanding of institutional procedures and the legal standards that govern campus disciplinary actions. Her approach is grounded in thorough preparation, persuasive argumentation, and a deep respect for fairness, ensuring that every client’s voice is heard and rights are protected. Jenna has successfully defended clients at universities across the country, often in high-stakes cases involving allegations of sexual misconduct, harassment, and retaliation. She is recognized for her ability to challenge flawed investigations, expose inconsistencies in witness testimony, and advocate for equitable outcomes.

Jenna received her undergraduate degree from the University of Southern California and her J.D. from Loyola Law School, Los Angeles, California. She has been admitted to practice law in California since 2015.

Mark Allen focuses his practice on helping students and parents navigate through student disciplinary proceedings, from administrative investigations through litigation in state and federal courts in California.  Prior to joining Hathaway Parker, Mark's practice centered on complex commercial litigation disputes and arbitration.  He has over a decade of experience representing clients in all phases of litigation, including investigations, discovery, motion practice, trial, arbitration, and appeals.  

Mark earned his undergraduate degree from the University of Oregon and his J.D. from Loyola Law School, Los Angeles.  While in law school, Mark served as the managing editor of the Loyola of Los Angeles International & Comparative Law Review.  He was also an extern for former federal district court judge Margaret M. Morrow and former federal magistrate judge Oswald Parada, both from the Central District of California.  Mark has been admitted to practice law in California since 2013.

  • Academic misconduct encompasses conduct that is alleged to have occurred in an academic setting, such as plagiarism, cheating, and research misconduct.

  • Non-academic misconduct refers to behaviors outside the classroom that violate a school’s code of conduct.

  • A university complaint or grievance is a formal process by which students, faculty, staff, or organizations can address issues of concern within the academic institution.

  • If your school has made a decision or taken an administrative action that you don’t agree with, you may be able to challenge it through a legal process by filing a petition for writ of mandate to obtain a court order compelling the school to set aside their decision, stop their administrative action, or take administrative action.
